X-Refs were not the best example. You can do standard href hyperlinks that
will be fine in a static HTML output. The issue would be Flare's
auto-generated X-refs that they have for things like print output (e.g. See
"Installation" on page 10). They are probably done during the
transformation of the Flare XML into HTML, rather than on the fly with
Javascript, but that feature would have to be avoided.
