Absolutely the pilot's fault.

Every qualified pilot knows that he has only to look at the Airspeed
Indicator to know Vmc (Minimum control speed) and all other speeds
necessary for flying the plane; they are clearly marked with color areas
and colored lines on the ASI. That he lived as long as he did, then
killed all those people is a shame. He should have died during his
first solo flight.

Outrageous to blame it on documentation.
