Interleaf and Chinese translations

My group has just been given the task of determining a good way to
present our English tech manuals (both hardware and software, done in
Interleaf 5.4) for conversion into Chinese. The problem is, the
schedule is difficult and it hasn't been determined who will be doing
the translation or in what format it will be presented.

One possibility is this:

Several company employees are native Chinese, are versed in the
terminology used in our systems (doppler weather radar) and have
access to an overlay that allows the generation of Chinese characters
in Word. We can convert the text from the Interleaf files to Word so
they can do the translations on their computers, but I am unaware of
any method for importing the Chinese characters from Word into
Interleaf as actual characters. I could scan the printed sheets (or
paragraphs) of Chinese characters and paste them into frames
attached to the English text and then use effectivity to turn off the
English text that each block of Chinese characters represents.

Another possibility is:

Create the documents completely in Word.

Whatever method we choose, we won't have the opportunity to start
over if it doesn't work. Thus the request for help from fellow
techwhirlers.

If anyone on this list has any experience with a similar situation,
please tell me off-list how you handled it. If there is interest from
the list, I will post what method we finally decide on.
