My preference is as you've indicated in your second paragraph:

Refer to the table in the text as "Table 1-1" and center the table
in the middle of the page with its caption above the table.

Example:

See Table 1-1 as an example.

Table 1-1. An Example of a Table (this would be centered and styled)

<table would go here>
