Sorry, but that information is *still* incorrect.

The distinction between a book and a page is controlled by the presence
or absence of an equals sign and topic ID after the title:

* If it has a level designator, a title, an equals sign, and a topic
ID,
it's a page.

* If it has only a level designator and a title, it's a book.

The level designator has *nothing* to do with whether you get a book or
a page. It defines the hierarchy (level-1 books contain level-2 books
and pages, level-2 books contain level-3 books and pages, and so on; you
can
even have level-1 pages, as long as they precede the first level-1
book).
