Tech writer Bruce Hartford has a nifty method. If I remember correctly, it
goes something like this:

1. Create a GIF (or JPG?) of each PDF page.

2. Place each page's image in a separate HTML file.

3. Reproduce the entire text of the page in a comment block, to
accommodate the full-text search.

4. Add interpage navigation elements to each page.

5. Create a back-of-the-book index for the greatest accessibility.
