Sam,

You need to keep it simple, especially if reading the appendices is necessary for a Client decision. What I do is letter the appendices in order of relevance, etc. Then add chapter numbers to the page numbers, and start over each time, so they can be separated and distributed to members of the review team. So for example, Frontal page APPENDIX, first appendix doc APPENDIX A, with page numbers reading A-1, A-2, etc. And I assign a separate letter to each appendix doc. ( A, B, C, etc.) That way when you do a TOC, the various subdocs are itemized in the TOC by chapter/page. Does that make sense?
