As a former Scriptorium employee (and one who still feels a great deal of
loyalty to the company and the owner), I want to clarify this statement. If
you mean that Scriptorium is trying to sell people on Frame-based solutions,
then you're absolutely correct. For what Scriptorium and many technical
communicators do, FrameMaker is simply a solid, if not the best, option as a
tool choice. Pairing it up with WWP can increase productivity by extending
your output options. In that sense, Scriptorium "sells" Frame. However, if
you mean that Scriptorium literally sells FrameMaker (as a value-added
reseller), then that's not the case. To date, Scriptorium doesn't sell any
of the applications it recommends to clients. When I worked there, we wrote
books and developed training for Frame and WebWorks Publisher, but we did
not sell the products themselves, and as far as I know, Scriptorium doesn't
do this now.

This is not to say that Scriptorium (and I myself) aren't heavily biased in
favor of this toolset. That is definitely the case, but it's because we have
been users of these tools for many years. We get nothing from Adobe or
Quadralay for recommending their products.
