Considering that you may need to send Word docs and not have the option of
using PDFs at all:
To rephrase Susan Gallagher's comment: never to use the page breaks from
the Insert menu. Have breaks applied through your styles or apply Paragraph
formatting directly where needed (Format > Paragraph > Line and Page Breaks
> Page Break Before).
Then: Use "Printer metrics to layout your document" (Tools > Options >
Woody's Lounge: www.wopr.com and click "Lounge" (first link in the top area
of the web page)
and loads others out there. Do a Google search - but don't subscribe to
them all. You will never get your work done!! :-)
