Sounds like you shouldn't be using task based instructions at all. I mean we're
talking about turning the thing on and off.
How about a table that shows the LEDs, their colours, and meanings?

Seems the instructions to turn it on should be as simple as:

Turn On
1. Turn switch to ON.
2. Verify Power LED illuminates green.
3. Verify device status is normal (All LEDs Green?).

Turn Off
1. Turn switch to OFF.
2. Verify Power LED illuminates red.
