It's possible. Anytime there's a massive tech boom, shortages of
candidates with existing expertise cause companies in need of staff to
be more willing to train. But those periods are the exception, not the
norm.
I frequently find myself among twenty-something tech people who first
entered the workplace during the 1990's fondly recalling the dot-com and
wondering "when things are going to get back to normal." They always
look so dejected when you tell them that today's job market *is*
"normal."
