Yeah, I can see why you might use WebHelp for both, you're just opening up an HTML file after all, but I think you can't use WebHelp for non-Web applications. Or at least that's how it used to be.

We now have nearly all web applications, but we used webhelp for non-Web applications and preferred it to CHMs for a number of reasons.

I think the main difference is that it consists of multiple HTM files viewed in a standard browser, rather than a single compiled file. At first I liked the simplicity of a single file but then found a single folder just as easy to manage.
