Well a quick search of a couple of Irish job boards turned up the
following results:

http://www.irishjobs.ie: 21 results in Dublin that contain the phrase
"technical writer"
http://www.monster.ie: 4 results in Dublin that contain the phrase
"technical writer"

Speaking subjectively, I'd say things have slowed down here but they
haven't ground to a complete halt. There are still some opportunities to
be found. DB.
